On 17 July 2011, when the Holy Church celebrates memory of Saint Tsar-Martyr Nicholas II, the Supreme Council of the Russian Imperial Union-Order approved a new Programme of the RIU-O “The Monarchical Alternative for Russia.”
The main items of the RIU-O Programme were implemented into the By-Laws of the organisation; nevertheless at the By-Laws the necessity to approve the Programme was stipulated. Preparation of the draft was begun after the relevant decision of the RIU-O Congress in 2005, the relevant draft was introduced by the Commander of the RIU-O on 6 May 2011 and was approved by the Supreme Council of the organisation on 17 July. It was noteworthy that the Programme was approved on the day when the Holy Orthodox Church celebrated the memory of Tsar-Martyr Nicholas II and was promulgated the next day, when the Church celebrated the memory of Saint Sergius of Radonezh, Saint Patron of the RIU-O.
The Programme “The Monarchical Alternative for Russia” consists of the preamble and five chapters: the necessity of the monarchy, questions of internal policy, economics, foreign affairs, and the tactics of the monarchical movement.
It was proclaimed at the Programme:
“We sure that the base for Russia to return to stable spiritual, political, social and economical development is the restoration of the monarchy headed by the legal historical Romanoff Dynasty, headed nowadays by Her Imperial Highness Grand Duchess (de iure Empress of All Russias) Maria Vladimirovna. Our idea is founded on the steady fundamentals of the Orthodox theory of authority.
The monarchical power only can be the dictatorship of conscience, the authority of moral principles in the society; it only has spiritual and religious roots at the consciousness.”
The questions of territorial administration, the Russian people, municipal governments, the relations with the Orthodox Church, the people’s representation, judicial and military reforms are described at the chapter on the internal policy.
At the economic chapter of the Programme it was emphasized:
“The RIU-O is for the national market economy, which is the optimal system of the production organisation at the situation of the division of labour and private property on the investment goods. The state’s task is to prevent acts which harm to steady development of the market economy.”
The idea to create in Russia attractive and magnetic model of development founded on the monarchical principles as the base for reunion of former parts of the Russian Empire was proclaimed at the foreign affairs chapter.
To achieve proclaimed aims the RIU-O shall use only legal and Christian means.
